Notice of Perjury and Fraud by Glenn Church and Judge Ian Rivamonte (separate, unrelated acts)

Dear KSBW News, Dan Greene and Erin Clark, 

Below is what Monterey County Government calls their “Organizational Chart”.

There are several problems with this:

1. Judges - There are over 20 “Monterey County Superior Court Judges” that are NOT on this chart. These are ELECTED POSITIONS positions that were County funded until the early 2000’s with selection by COUNTY ELECTIONS -- making the Judges directly responsible to the people of Monterey County for employment and pay. They are still county elected positions, but they are now STATE EMPLOYEES and being appointed by the Governor between terms . Their elections are a hold over from the past -- with no credibility and no accountability to the Residents of Monterey County - and as COUNTY ELECTED OFFICIALS, they outnumber the elected officials noted on this “Org Chart” by over 2 to 1.  If that doesn’t seem odd to you it should. Over 60% of the “elected people” who “run this county” are totally “absent” from the “org chart”.
   
   

2. Administration and Accountability for over 5000 County Employees - This chart makes it seem as if the 5000 County Employees are ultimately responsible to the Board of Supervisors AND that the Board of Supervisors is accountable to the people.  But in reality neither is true.   As residents, we are totally missing an “elected” County Operations Manager that would and could be held accountable for County Employee Fraud and Abuse. The supervisors have “full time jobs” on -- “30+ boards each” -- with no direct oversight of any of the major operations of the county AND they can’t speak to each other about any county dysfunction outside of a public hearing due to the Brown Act. If / when you ask them for accountability for themselves, their direct reports or any of the 5000 employees at the county, as was done to Glenn Church with all other supervisors cc’d, according to Church, he can just refuse to answer. Thus, the only recourse is a civil lawsuit - which results in our own money being used to defend our “elected leaders” from us.  That’s inverted.
   
   

3. County Counsel - The County Counsel’s office is “massive”, with over 20 Attorneys and 10 support staff.  The Head of County Counsel is “appointed” by the Supervisors.  The Counsel’s job is to protect the county from claims of fraud , abuse, neglect and to assist with the creation and review of legislation.   But what if the Fraud is being committed by the Supervisors that appointed the County Counsel?  Do we have any case examples at the county, state or Federal Level where a legally appointed person attacks the person or people that appointed them? This system aligns the County Counsel WITH the supervisors for acts of fraud not in opposition.  NOTE: County Counsel has also engaged in gross acts of Fraud with regards to a Demand to Social Services and when acting as a “Liason” between the Civil Grand Jury and the Public. If they were to Liase at all, it would have been between the Civil Grand Jury and County Employees who were investigated and asked to testify -- not with the complaining public -- who would be their OPPOSITION in a dispute. (The county counsel is NOT the DA, they would OPPOSE the DA on behalf of the County).
   
   

4. District Attorney -  The District Attorney, in theory, is the “cross check” for County Employee fraud and County Counsel fraud. . She has her hands full with Criminal Complaints and she has a crew of Attorneys handling Civil Complaints who are totally absent and in one case one has some gross conflicts of interest that she was or shoudl be aware of and has ignored. To compound mattes, she  seems to have a private loan out from her a subordinate attorney in her office who is responsible for investigating election fraud AND she failed to file SEI 700 disclosures in an honest and timely fashion for years on end -- but the person who might investigate that is her lender/creditor.
   
   

5. Assessor/Clerk/Recorder - The Assessor is a “hunter” for the County. Her job is to bring in the money. But what if she was doing that in a fraudulent manner?  What if her 200k salary wasn’t enough so somebody upped it to $350k.  What if she was playing hide and seek on her own disclosures with real property in a fraudulent manner? What if she was giving one of the Supervisors a break on his tax assessment ?  Would any of that matter? Do we care if a a $100,000 employee became a $350,000 employee and people were getting haphazard assessments with no ownership and no willingness to identify fraudulent parties. Should we care about any of that ? If not when do we? AFter she’s making $400,000 a year? Or maybe $600,000 a year? At some point we have to start caring right?
   
   

6. Other - there are MANY other known and documented issues of negligence and/or  with the Sheriff , Housing and Community Development, Environmental Health Services, Social Services, and Elections -- and concerns with many others -- yet there is ZERO clarity on how any of it is managed with this org chart?.
   
   

No. This is NOT an Organizational Chart. There are no proper chains of command nor  cross checks. This is a publicly funded “jobs program” and a  Governance System which has exploded in size and complexity since the 1970s with no re-alignment for actual county needs.  This is a jobs program that has attracted people who turned into a criminal enterprise with ZERO ability for any single group or entity in the county to stop them. 

Lawless 

What I have experienced and described in writing and visuals hundreds of different ways is a totally and completely “lawless” governance system inclusive of a collection of county employees that clearly view themselves as above and beyond the law. 

Question - What causes a County Level feeling of lawlessness to set in?

Answer - Illegal Immigration for industries that account for almost $10 BILLION in GDP in our county --  and the profession by those profiting in those that Federal Immigration laws need not apply. 

The desire of the largest and most influential business owners in the County to get all others to IGNORE Federal Immigration law, while taking no steps to seceded from the Union is what creates an insurmountable air of “their laws don’ apply to us” is like a very contagious STD , and they have been spreading it for decades. 

If the Federal Immigration laws need not apply then which do?

Question - If children are raised to believe Federal Laws for illegal and legal immigration should not and do not apply in California, who then tells them which laws do and don’t apply and who becomes the arbiter of that?

Answer - NOBODY.

Result - Children grow up to believe “lawless” is right and nothing matters after that, because organized society eventually falls apart -- until such time as it needs to be destroyed by those who prefer some semblance of legal respect, vs lawlessness. 

Wiltless Celery - a Monterey County Nightmare

This Monterey County CA grown celery was purchased at the Grocery Outlet in Prunedale CA  on March 12, 2026. 

It’s now May 20, 2026 (over 60 days later) and it has yet to  wilt.  It was purchased because it was believed that a similar purchase the month prior had led to a massive disruption in digestive disorder. 

The amazingly “crisp” texture and “snapping” sound it made was great until the stomach said it wasn’t going to pass.  

This contains an  “organic” label that is likely being applied in a manner that most consumers would not expect or accept even if by some game of “legal word soup” it was “legal”. 

It has lost some of it’s green, and browned slightly but the WILT is totally absent.  And this is being packaged with both English and French prose and presumably being exported to Canada and other French speaking countries as well. 

Gel State of Water, Crispr Technology, Fiber matrix, other?

I’m not a food chemist, but I do believe if an heirloom seed for celery existed that produced a stalk so rigid it could be used as a dildo months after purchase, we all would have seen it prior. 

Is this a result of Crispr Technology? Has someone figured out how to introduce the “gel state of water” to our food? Is there some type of “fiber matrix” that makes it plastic-y enough to qualify as a low cost  sexual toy substitute ?

Who is supposed to investigate this and report on it?  

Is this the next level of lawlessness we are going to accept from the farmers?

“Oh don’t mind the celery. It may destroy your gut biome and never wilt, but it is very crispy!”

From what I understand Monterey County Strawberries are showing similar gelatinous concerns and the recent purchase of cucumber from Costco was suspiciously plump and long lasting as well. 

This level of lawlessness and disrespect for fellow humans can’t last. 

Glenn Church and this Gaggle of Supervisors and the Collective County Frauds

On December 13,  2025 Glenn Church was sent a demand for transparency via email and he refused to answer stating he had no obligation to do so.  All supervisors were cc’d on that.

On January 26,  2026 the result of an SEI 700 Audit were presented to Glenn Church and all Supervisors. Facts from Church’s own SEI 700 forms, Secretary of State Corporate Filings and the Open Corporate Database system exposed $12M in non-disclosed commercial real estate, 45+ commercial leases non-disclosed, his wife's ties to local media and other matters constituting perjury.  The web of connections is so dense it would be impossible to ever properly assess conflicts of interest. Church was never just a “small businessman” as his moniker portrayed. All supervisors were told how to verify Bifurcated filings for themselves and they were instructed to stop meeting or acting due to lack of Quorum.  That was seemingly ignored. That bound all supervisors in coordinated acts of willful negligence and/o fraud. 

On February 19, 2026 Church was asked about his engagement in private lending to other SEI 700 filers and concerns with special treatment by the Assessor. All supervisors were cc’d. 

On February 23, 2026 an email was sent to Church, Housing, Environmental Health and all supervisors asking for simple clarity on ADU permit issues. No one was able to answer.  We can apply for permits unless we understand guidelines. Why wouldn’t they answer?  Because no matter how they answer they will be exposing a 20+ year fraud against an individual and an 8 year fraud related to legislation creation to silently shut down ADU and new development permits while outwardly saying they supported such initiatives. 

On February 24, 2026 An email was sent to Social Services with a demand for answers related to the faulty handling of two complaints. They refused to answer. Instead County Council answered with fully fraudulent representations of fact for distraction and misdirection. 

On April 6, 2026 County Counsel was sent a demand for identification of sources used for the fabricated response. Of course they couldn’t answer because that’s what happens when you lie as Attorneys.  Bar complaints were filed. 

As of 5/20/206, neither Glen Church nor any of the other four current supervisors seem to hae made any disclosures or announcements that there has been an FPPC complaint OPEN by the FPPC against Glenn Church for multiple act of perjury and all were and are aware of that.  When the people responsible for our elections (the Board of Supervisors) are all collectively engaging in concealment of fact , what is that called? Racketeering?

KSBW News

KSBW news has no contract with the public to be honest nor to cover relevant stories. There is a general expectation from older citizens that that is “their job” -- but that concept is not based on any legal requirement to do anything relevant or material for their audience. 

KSBW news “should have been” doing SEI 700 audits for decades. Oddly they have  very full staff, but not one person is noted as an “investigative journalist” for a county of 400,000 people.

Acts of Monterey County Supervisors and those they are responsible for pre the “org chart” have negatively affected Montrey and San Benito County residents and presumably others. Have any of those been reported on?

At this point I don’t see any reason for KSBW to cover all these frauds. It’s best to let this election process play -- to allow the execution of a fraudulent election to transpire and then see what can be done with that news after the fact.  This is just actual notice to the Supervisors that they had emails to respond to months ago. 

Lawless

We can not have a “lawful society” unless people respect federal and state laws. 

We can NOT have a “lawful society” until the truth about Judge Ian Rivamonte comes out. His order to transfer Attorney fees for a tort that was dismissed prior to any adjudication warrants a disrobing and jail time. And someone needs to figure out who wrote the order he signed.

I have no vested interest in the Monterey County Farming or Tourism Industries. I find the illegal migrant situation to be hugely problematic. I view it as the head of the spear for lawless behavior.  I can no longer eat the “organic produce” in Monterey County because I don’t believe it’s “organic” in any sense implied or intended but I know that nothing can be done in a “lawless county” about “farmers” growing dildos and selling them for food. 

As a community of fraudsters, pathological liars and truth deniers, you all have about 60 days +/- to expose Glenn Church and the Supervisors for their frauds as well as the FPPC. . If Monterey County Leaders have no interest in exposing Glenn Church and Judge Ian Rivamonte,  the next step is a boycott of Monterey County Agriculture and Tourism -- and that won’t be a hard sell with dildo celery. Gelatinous strawberries or 4x producing artichokes for “organic”  exhibits.
