This email serves as formal constructive notice to you, Glenn Church, and the other four supervisors of Monterey County of irrefutable disclosure fraud in your Form 700 (SEI 700) filings, including bifurcated (mismatched county vs. state) submissions that undermine the entire system. This email cover is a summary for the 20 page attached document and formal demand. 


Notice to Glenn Church

What began as a simple 2023 email exchange escalated into a pattern of deliberate evasion, leading to an unanswered civil demand and investigation revealing gross, unconscionable acts of disclosure fraud. Your filings from 2017–2025 show consistent failures to disclose significant economic interests, including a $12M+ commercial real estate portfolio, business partnerships, a multi-decade soils consulting firm with landfill , S&P 500, Stanford and State of CA engagements, potential water resource conflicts of interest, non-disclosed family trust(s), and more. These omissions occurred while you influenced lawmaking on water, sanitation, land use, and environmental policies—areas with potential ties to your hidden interests.

Procedurally, in 2024 and 2025, you engaged in bifurcated SEI 700 form filing by submitting separate, mismatched versions to the county and state, bypassing chain-of-custody oversight. This is unconscionable and irreconcilable with public service.


The attached letter details 20+ concerns, tables, and timelines (e.g., tainted 2017 SVBGSA role, 1995 LLC web tied to your wife Kathryn McKenzie and Burgstrom network). This is a big deal—your behavior has tainted four years of board decisions, potentially voidable under § 1090.

Demands: Resign immediately and withdraw from re-election. Cooperate with investigations. Publicly acknowledge the failures.


You are welcome to present your side to the DA, AG, FPPC, or any court. Until then, the evidence speaks for itself. This email and attachments will be conveyed to  FPPC, AG, and DOJ. Respond substantively within 7 days, or I will consider the matter escalated.


Notice to the Other Four Supervisors (Alejo, Lopez, Root Askew, Adams)

You have a fiduciary duty to act on this notice. Church's bifurcated filings (e.g., 2024 vague county March 7 vs. detailed FPPC March 21; 2025 dual same-day 45 minutes apart) are verifiable by you—follow these steps:

Under Gov. Code § 54952 et seq. (Brown Act) and § 1222 (dereliction), you cannot operate with knowledge of fraud without action—the Board requires all five engaged, but tainted quorum is impossible. File complaints with DA, AG, and DOJ immediately. If you don't, you're complicit.


I have multiple websites built to convey information to investigators because documents alone cannot properly convey the nature and volume of the fraud and malfeasance. I have no desire to make those a big deal publicly at this time. If Church resigns, I will use those to convey information to people that need it to review all this behavior for systemic corrections as well. If he does not resign, I will use media networks to make a broad public appeal to rapidly engage the court of public opinion to further encourage his resignation. To be clear, those websites will eventually become part of public education related to SEI 700 fraud and doing investigations on public figures, but I have no desire to rush that exposure. There are a lot of other people and systems I/we need to investigate and expose first.
