Dear Carmela
On July 17, 2026, I sent Certified Mail with Return Receipt addressed to Supervisor Church at his publicly advertised PO Box ,( PO Box 787, Castroville, CA --Tracking #: 9589 0710 5270 2305 8968 97) The letter only needed to go about twenty feet from the counter I delivered it to and paid at, to get to the PO Box it was addressed to. However, it was routed to San Jose and back.
On July 20, 2026, Tracking shows the item mail arrived at your office and was awaiting pickup.
On July 25, 2026 the USPS website was updated stating I need to schedule a redelivery of my item.
This message and directive is illogical. To my knowledge there are no tools online for me to take this action.
I attempted to engage with you via email for clarity. Instead of addressing the messaging, you instantly shifted to PO Box Privacy for a publicly advertised mail box registered to our County Supervisor.
My follow up to your response went un-acknowledged, unfortunately.
As a result of the importance of that notice, and the volume of Media (local, state and national) and County Leaders that were depending on delivery, I feel I have no other choice than to open up a dialogue on USPS issues across the board, which I was hoping to hold off on until some sanity was restored in Monterey County Supervision first.
Below is a summary of topics you and I have discussed in writing and in person over the past 9 months or so.
Stamps.com - in the early internet days, prior to USPS having a website, postage printing was contracted out to stamps.com They were simply evil. Once locked into that system with a payment method it was impossible to retract. The people controlling that and acting on the front end customer service behaved like mafia. It’s believed the same group may still be engaged there today and may be using it for unfair commercial benefits.
“Global Express Shipping” - I have mentioned concerns about “Global Express Shipping” to you on two occasions. It seems companies engaging in international trade are using USPS for transport of international packages with no markings indicating they started overseas or are going overseas -- and it seems the rates they are getting (and offering their clients) for TOTAL international shipping are far , far lower lower than what we can get for basic domestic shipping.
This situation is fully illogical given retail customers and the public are being told USPS operates at a loss and retail rates must keep going up.
At this time it’s logical to suspect Stamps.com may be involved in the printing of postage and or mail injection processes given their deep integration with the USPS from early internet days.
USPS 6/7 day delivery - USPS has shifted to 6 and/or 7 day delivery, when that was never expected nor required for 150+ years prior. This has been done while postal volume is supposedly declining and the USPS is supposedly losing money.
This is illogical given basic economics being presented to the public. Thus, this can only be a result of 1) USPS Labor Union driven policies not in best interest of paying public or 2) Companies using USPS infrastructure are driving this for their benefits while costs are being past on to retail customers and government.
3-4 day mail within CA - As a kid growing up I recall mail took approximately 1-2 days for local, 3-4 for same side of country and 5 max for across country.
Now, it’s taking 3-4 days for mail and packages to simply navigate the 350 mile corridor of coastal California. The example with Church’s PO Box mailer shows a three day turn for mail that was delivered to your office for a PO Box in your office (90 miles round trip - 3 days for an envelop that needed to travel twenty feet from counter to po box)
50% of Return Receipt not being handled properly - In a recent mailing with multiple certified mail items with return receipt we only got about a 50% proper return rate.
Some were returned with no signatures. Some were returned illegible. Some never came back. It was explained away by stating people just don’t do their jobs (as if that should be acceptable.
Obscene pricing for 20+ pound packages or those over 18” - During COVID bulk shipping via Amtrak and Bus lines was quietly terminated and has never been revived. The shipping rate as I recall was under $1 per pound.and might be inline with your Ground Advantage, except that that stops at 18” and 20 pounds.
The bulk package services went to 50 pounds pe package and 500 pounds per shipment - with extremely generous dimensions.
Without those services the ability for the public, US companies and small businesses to do any commerce with items over 18” long or 20 pounds without special shipping accounts was neutered completely.
No proper dialogue with County Constituents - You and I met when it was discovered that Monterey County was not able to properly issue new addresses for ADU’s. My dialogue with you showed that had been a problem for a year or more while my demands to the County for responsible parties to respond were totally ignored by all responsible parties and their supervisors.
You have stated that the County has attempted to correct their procedural errors -- but that they still don’t understand Castroville is in another District.
When $200,000 worth of county payroll and likely over a $1 million more in county supervisor payroll can NOT figure out which post masters need which emails to setup new ADU addresses, it’s time to throw yellow flags every time illogical and inefficient behavior is noted for the sake of future generations. .
No ability to explain illogical Notices on USPS.com related to Tracked mail with return receipt - You have just recently shown no ability or desire to explain illogical notices for Certified Mail I received for an extremely important item due to Supervisor Glenn Church.
If the message is improper , please forward all correspondence you sent to your supervisor asking for rectification of errant software messaging and the case number you were given for an IT fix.
Extremely poor public reviews for Castroville Post Office - I have just discovered the Castroville Post office has over FIFTY google reviews with a very low rating.
I too have felt slighted by a woman in your office other than yourself and that was mentioned to you in my last email that went unacknowledged and the presentation of international mail costs from the mail clerk in your office left me totally uncomfortable about his level of understanding of international mailing requirements.
New Businesses in need of Proper and Affordable USPS Services
I am a small business person. I am attempting to go into a mail order business. I will be in need of a lot more USPS services than I am purchasing now.I’m terrified to go into business knowing this is the level of service and lack of cost control I might see for 100’s or 1000’s of packages a month.
Part of my business may be geared towards helping others duplicate my business. There’s no way younger generations should be told they should accept this level of service from our Federal Government or the employees benefitting from it while delivering unaffordable and illogical services.
Detailed Request of you at this time
I am writing to request written answer to the following:
Is my letter that was addressed to Glenn Church and PO Box 787 with tracking number 9589 0710 5270 2305 8968 97 still at your facility? Yes or No
Was a PS Form 3849 (or equivalent notice) placed in PO Box 787 on or around July 20, 2026? Yes or No. If yes, is there a log of who placed it with date and time registered that I can get a copy of or that can be provided via court order ? If there is no log, what proof would you be able to provide if demanded by a court that a notice was placed in PO Box 787? If you have no proof of notice. Glenn Church will be able to claim they never got a notice and at this point that is something that aligns with the way he and Marilyn Vierra seem to operate.
Were any additional notices / reminder notices placed in PO Box 787 after July 20, 2026? Is there a log of those that is available upon request or via court action?
If my letter is not retrieved by the owner of PO Box 787 by Close of Business July 31. 2026, can i come in and retrieve my mailer? At this point, i do NOT want that mailer to get lost and retrieving it with proof of retrieval documented via email makes the most sense - given the relevance of that mailer.
Summary
I worked hard over the past nine months or so to build trust and report with you such that maybe i could work with you to get some USPS concerns addressed without including over 30 media contacts from across the county, state and country, but that has not worked, unfortunately. And given my trajectory of having to engage more with USPS not less, to earn a living, Now seems like the proper time to start exposing my concerns to far mor people for the support that seems to be needed to track and correct poor behaior across our social spectrum.
Please have a response to me about the questions asked and my ability to retrieve the letter waiting for pickup for PO Box 787 by close of business Friday, July 31. 2026. That is relevant because the notice Church was sent requires him and the county to respond to 20 year fraud allegations by Friday July 31, 2026 -- and Church and his office seem to have decided not to pickup the notice -- knowing what it was - because it was emailed to them with media included.
