== Timeline prior to your Election ===

Around 2003 Doctor JC Milrod was denied a 3rd connection to 2 connection well. The reasoning was contaminated water. he was told he'd either need to pay to have full t treatment on all well water for all connetions (or get the other connections to upgrade to that and split cots) or drill new well. that was it.  To date, nobody has shown any statutes or regs that indicate Monterey County could have made such a demand on a 2 / 3 connection well system.  Likewise, as  2 connection well system back then it did fall under the registration and monitoring program and the thought that only a new connetion might trigger something but existing ones would not is not supported in any statutes presente so far. NOTE: Ric Encarncion, Marni Flagg and Cheryl Sandoval were NOT employees of MC EHB at that  time to my knowledge. 

In or around 2014 or 2015 JC tried a 2nd time to get permits for his well and the same response was given for a connection.  At that time,  Ric Encarncion, Marni Flagg and Cheryl Sandoval were  employees of MC EHB , and at that time the same demands were made of JC.  he had to provide full water treatment for all water coming from what would be a 3 connection well to get the permit for a connection -- yet no demand had been made on the well owner since the early 2000's to treat, after the first notice was given to JC .  Not only is this illogical, as stated prior,  there are no statutes to support full system treatment for any 2-4 connection well system.  So where or how did Encarnacion, Flagg and Sandoval get their determination on outcome that seems illogical and how is it that it aligns with the same presentation that was made to Milrod 10+ years prior?

In 2019 I became aware of the POU POE ordinance. I was a tenant of a rental at that time, not a home owner, well owner or water system owner (yes, i do know the proper vocabulary). 

In 2019 I went to a town hall at the Prunedale Grange, and I became extremely concerned about the integrity of the politicians in this county and the Environmental Health Bureau. I did note a prior aid from the Hillary Clinton Whitehouse was there in some commercial capacity or with some interest and that concerned me. Some county leader , i don't know his name , eventually stood up and started "gas lighting" the audience.  Reasonable and logical questions were asked and gas lighting was returned.  That didn't sit well with me. I raised my hand and when called upon I let loose for about 30 seconds. There was no response and that was near the end of the meeting and it generally wrapped up, as I recall.  it was evident the citizens affected were concerned, but they were not able to understand how to handle gas lighting or confrontaion by those pushing the agenda. 

1.  In 2019 , an email string started between myself and the MC Board of Supervisors. They forwarded it to Encarnciaon who replied to me in email. His replies made no sense and did not seem to be aligned with statute. I pushed back properly and clearly with concerns. he never replied.  
   
   

2. In 2019, Marla Anderson was heading opposition to the POU/POE and doing an "ok" job at it. She had good points but she tened to struggle with laser sharp focus. The few key killer points were there but she allowed her arguments to be swayed by the confusion being created by Ric Encarnacion and others that seemed to ahve some 'vested interes' in getting that through that was way beyond logical or actual statutory enforcement power over 2-4 and 5-14 connection systems. Marla anderson started an email string that encarnacion replied to with really poor support for his positoin. 

   1. I repled to encarnacion with challenges to his position and he never replied.

   2. Another person replied to Encarnacion with facts showing his math for cost justifications were grossly flawed and biased. I never saw a reply to that either.
      
      NOTE: these are both logical challenges and questions about actual statute content. 

I started tracking local politics and water concerns in response to these concerns about evasive email practices and seemingly manipulative positions on ordinance proposals, . 

== Timeline after your Election ===

In 2022 you were elected. 

1. You were said to be a small business person with interest in the people. 

2. I hoped we could work together if the POU/POE ordinance was ever revivied.

3.  I was also interested in the Vacation rental  and jrADU/ADU ordinances / rules 

My first attempted engagement with you was at a moss landing town hall for the battery plant fire. 

1. I showed up and no one was there. it had been cancelled with seemingly no proper online notice to any of your constituents.  

2. I engaged in email with Marilyn Vierra and what I got in return was a level of evasive communication and spaghetti prose that I associate with an extremely manipulative person with pathology concerns

My second attempted engagement with you was at the moss landing town hall for the fire that did transpire. 

1. I prepared a document for you and Senator Laird that I wanted to hand to bot of you about real estate fraud and other state oversight fraud. I was not comfortable doing anything via or through Vierra due to the manipulation i experienced with her. 

2. You opened that town hall with an intro talk about 10 minutes long.  

   1. To me, you looked uncomfortable and you looked like you were having to say things you did not agree with. 

   2. And that made sense to me as i'm sure you weren't happy they installed the batteries without any truly proper emergency planning, plum testing or worst case scneario analysis either -- but you were only able to conceal those thoughts in words, not in mannerisms.  

   3. You looked very conflicted and rightly so. 

3. At the end of the meeting, which is when I approached you and Larid separately, i was angry.  

   1. it was obvious you were going to have to go along with the corporate driven narrative no matter what you may have thought 

   2. it was obvous Laird was a long time insider. with a law degree who should have known all contracts are equal. -- and no contract can be formed without disclosure processes becuase then there is no reliance on facts and without that no claims for fraud can be made . And what was transpiring was all racketeering just as I told you when i handed you those documents. What really tipped me off to him though was his pride in announcing creation of laws to protect us which had no need to be created. the protections were and are already due to us.  

You are an elected leader now, but you seem to have started out conflicted-- and you have a very manipulative support person who may or may not have been screening information from you... 

1. Since election you have had  ZERO standing town halls or open houses for your constituents. it's by appointment only and via email and i've tried to make two appointments and been refused with open email strings. hanging. 

2. Your 4 other peers hold ZERO standing town halls or meetings for their constituents.
   
   If ever there was a system that looks like it's built to protect a castle, this is what it might look like. 

What i've personally exposed to you / exposed you to...

1. You were presented with a 40 year real estate and legal lobby fraud and showed no interest. You can't deny that as I handed that too you in person. 

2. You were presented with facts about fraud up and own our state regulatory system and showed no interest, via email

3. You were presented with facts about POU/POE concerns and showed no interset via email

4. You were presented concerns about ADU permittnig and showed no interest, via email

5. You were presented withj facts related to a judge practicing law from the bendh with no interest

6. You were presented facts showing monterey county courts are violating a 2007 mandate to public court recrds and shown no interest. 

7. You presented a defense for the MC BoS engagign ni a vote to create sub state call center for waste management contracts that was to lower costs but in fact raised them -- becaus wm with theoir national presence just didn't know how to handle monterey county right?

8. You were presented ith the fact our local dump charges 50$ flat rate for treaetd wood on top of weight -- even it's literally a single cut end off a 2x 4, and they are not sorting it and thus making teh excess fee useless and racket oriented more so than it already was and you cared not. 

At some point, the idea of you being a trapped small business person gets tossed out the window. 

== Water ===

1. Since your election, the POU/POE ordinace came back up for the vote.  You provided no notices to the well system owners affected. I'm one of those. Why did we not get a notice?

2. Since your election, Hex Chrome was added back to a hazard list.  Why did we not get a notice?

3. Hex Chrome is SO HAZARDOUS, a grant had to e provided for a first test on our systems. Why did we not get a notice?

4. The board on three occasionsi in the last three years has approved increases in pricing for the EHB for monitoring of 2-4 , 5-14 and 15-200 connection systems for "cost recovery" reasons. You approved those 

   1. 2-4 connection systems - they get 1 25$ teset per year that might take 30 min of time total.  They pay 500-700 for annual registration. As a christmas tree farmer, if someone said they were losing money on the operation would you believe them?

   2. 5-14 connection systems - they get 1 to 4 tests per year at  25$ teset per year that might take 30 min of time total. per test  They pay 900 to 1000 for annual registration. As a christmas tree farmer, if someone said they were losing money on the operation would you believe them?

   3. 15 to 200 connection sytems - they have to designate an operator to do their own testing. The MC EHB does no testing . Those systems pay 1200-2500 per year for what sems only to be test filnig of data if that.  As a christmas tree farmer, if someone said they were losing money on the operation would you believe them?

5. As of 9/1/2025, the state seems to have taken over oversight of not only 15-200 connection water systems but 5-14 connection systems as well.  Why did we not get a notice?

6. As of some date, somebody gave somebody approval to start indiependantly registering wells for monitoring. It's not the county and not the state.   Why did we not get a notice?

7. Apparently the state feels there is so much contamination they are sending 12 inspectors down her for "something".   Why did we not get a notice?

=== A Water Control War is coming, and...  ===

The general population of California can not point to any State of California Employees , their Legal System  or their oversight systems and claim they've seen a single thing  in the past 8 years that was truly for the people benefit. The place is infested with inverted civil servants and corporate shills. 

I can NOT point to anything good about monterey county politicians or political or legal system. It's as inverted as it gets and I just found out Judge Phillips is still alive. I thought he had passed during COVID.  He was the controlling force that would have overlooked the kickoff of the inverted real estate contracts and the manipulations CCP 1032 and 1033.5 in the 1980s.   he also was involved when this POU/POE thing launched. I have great concerns about his potential involvement in all of this. 

1. you were NOT an elected  leader in the early 2000's when JC was manipulatd by someone in MC EHB and MC HUD 

2. You were NOT an elected  leader in the mid 2010s when JC was manipulated by Encarnacion and  Sandoval (who JC named by name). Unsure if flagg was directly involved or not.

3. You were NOT an elected  leader in 2019 when the POU/POE ordinance was fraudulent drafted and floated. 

4. You were NOT an elected  leader in 2019 when logical and reasonble challenges to Encarnacion were made via email from me and others and they were simply ignored. 

5. You were NOT an elected  leader when permits or permission for the Battery Plant to go in transpired without any reasonble engineering or permitting oversight.
   
   

You have an excuse most others don't but the door for using it is closing quickly. Y

You have all the facts to make a difference and do what you campaigned on. 

You can say you were overwhelmed by the fraud when you took office and just did what you could to survive. 

The rest can not say that. 

It's my belief, as an elected leader of monterey county, you are in a position to ask for FEDERAL SUPPORT for investigations into civil servant, legal lobby and judicial corruption in your county that is simply too big for you to handle. 

1. As you are likely aware from living here as a small business person,  CA state oversight is useless. 

2. The recent indictment of Dana Williamson combined with concerns about bontas 500k in legal fees from his political account combined with a lot of other activities by him combined ith newsome's behavior shows CA is lost.  t

3. That leaves the FBI and US DOJ.  

4. Heading the US DOJ Civil Rights Division  is Harmeet Dhillon. Dhilllon is an ex CA resident and attorney who only acted as a plaintiff's attorney in CA.  She is right leaning and obviously is not liked by the CA Establishment.  it's my belief she and they are waiting for phone calls and tips from Monterey County insiders who are ready to blow the whistle before this water war starts.  

Whatever it is that's coming for Monterey County and water, it doesn't feel right at all -- and those that are supposed to help the community and support it not only don't look up for the task at all --  in fact it feels like they are playing for the other side....

=== An Honest View of Home Turf is ugly ======

Here's what an honest person with the experience and insight i have -- which was not hard to get --  would do if they could...

1. Gut MC EHD - i suggest you followup with them and consider asking for outside suppor trying to manage them.  You've already admitted you tried to ask about increased fees an hit "road blocks". What you failed to admit, however, is that you were being forced to approve of "cost recovery" for their unit that was not remotely based in proper accounting.  -- which leads to a need for a full audit of monterey county's financial and accounting department. And i can add concerns of fraud related to the Assessors office easily that are all documented in emails as well. 

2. Gut  MC HUD - there are people in HUD who wanted to support the idea a 10x10 kitchen in a 400 sf JR ADU was too LARGE.  there were no docuemnts to support jr adu rules and regs. there was a document from MC EHD being distrubted that would have fraudulently discourages ADU permits. 

   1. MC HUD - Lucy Bernal - Ask to ahve an   investigation into sexual harrasment claims against Bernal open. I have had direct and indirect contant with at leats 2 people who say that is transpring and it's my understanding she may have been moved to permit enforcement after internal problems.  

3. Gut MC Treasurer - the outsourcing of payments to LA has resulted in lost payments and 10% late fees?

4. Gut MC Tax Assessor Appraiser dept - I have emails that show a total fabrication of assessment with no thought -- evasive communcation -- false presentation of assessment when demanded . False verbal representation of training and much more. 

5. Gut MC Accounging and Budget - Somebody there created documents you all (falsely) relied on to gramt cost recovery for MC EHB.  A financial retard who knows the registration revenues as you do should have known instantly something was wrong. That place needs to be gutted based on just the little i've seen. 

6. Restructuring of Board of Sups or dissolution - The current board system provides no single person or group truly accountable for Monterey County. the Fraud is rampant. They are running circles around everyone. Board members would be reuired to have a monthly open house at a standing time and place, in evening or on weekend were constuentes could meet for updates and to present concerns and force feedback.

I've sent Ric Encarncion, Marni Flagg and Cheryl Snadoval 3 mails this AM following up on open emails from 2019.  I also sent them a short email based on demand last night due to a complete lack of transparency on who was supposed to do follow up testing on hex chrome - and if it was us how were we supposed to know and where / how do we do it now..

  As far as i'm concerned, you and the board have supervisor responsibilities over them. If you don't call the FEDS immediately... 

1.  I suggest you either start supervising them with a magnifying glass or better yet, just turn them and this all over to the FEDS immediately.  

2. i've done the work. 

3. i've documented their behavior since 2019. 

4. I've documented the same behavior dating back to 2003 with JC. 

5.  I've obtained the document published for chilling and declineing ADU permits produced by them for MC HUD. \

6. The Fedeal Gov already knows all tthat (indirectly). 

7.  And if i have to be the one that  breaks this story before whatever water war invasion starts up I will, but if I do that, those in a position to have done it who didn't will look like they were on the other side for sure.   

Please do your job ./ Supervise them properly, call in the FEDS, or step aside such that at least you aren't a blocker, or worse yet, an accomplice, moving forward.
